The Three OsAn Open EU Policy for Science, Technology and Innovation

The advent of digital technologies is making science and innovation more open, collaborative and global.  In this context Open Innovation, Open Science and Open to the World have been set as the three strategic priorities of the European Union’s research and innovation policy.
 
"Open Science" refers to the possibilities and implications of digital/ web-based technologies in research with the aim of transforming the entire research process to make it more open, replicable and re-usable. 
 
"Open Innovation" refers to a specific, strategic opening of innovation processes: knowledge producers, funding bodies and (potential) users work together crossing boundaries of organisations, sectors or disciplines to develop new products and services.
 
"Open to the World" refers to creating opportunities for research cooperation between Europe and other research areas worldwide. 
 
At this STI Special Talk, Dr Kostas Glinos from the European Commission’s Directorate General for Research and Innovation will provide an overview of the “three O’s policy”, and highlight the implications this policy has for enhancing research and innovation cooperation between the EU and Southeast Asia. 


 
Dr Kostas Glinos
Dr Kostas Glinos is Head of Unit, 'Strategy, EFTA and enlargement countries, Russia Asia and Pacific', Directorate-General for Research & Innovation, European Commission (EC) & Visiting Fellow at the Lee Kuan Yew School of Public Policy, Singapore.
 
Kostas Glinos has been with the European Commission since 1992. Prior to assuming his current position, he was in charge of the e-Infrastructures unit of the Directorate General for Information Society and Media. From 2003 to 2008 he was Head of the Embedded Systems and Control unit and interim Executive Director of the ARTEMIS Joint Undertaking. Before joining the Commission, Kostas worked with multinational companies and research institutes in the U.S., Greece and Belgium.
 
He holds a diploma in Chemical Engineering from the University of Thessaloniki, a PhD from the University of Massachusetts and a MBA in investment management from Drexel University.
