Introduction
 
          Since the establishment of ASEAN Community on 31 December 2015, the role of science, technology and innovation (STI) has been more pronounced as the foundation and interface of the ASEAN community building efforts. The ASEAN Plan of Action on Science, Technology and Innovation (APASTI) 2016 – 2025 serves as the policy institution that governs collaborative STI activities and programs of ASEAN. The APASTI indicates the emphasis on innovation activities and promotes active participation of private sectors, as well as strengthening linkages with other AEC bodies.
          ASEAN is exposed to various grand challenges while ASEAN as a whole and individual ASEAN Member States (AMS) are developing capacities to appropriately address them. At the same time, ASEAN endowment of abundant natural resources and young population have great potential for future market since the global population and their per capita income are expected to grow, resulting in an increase for basic services and higher living standards. ASEAN needs to develop innovation strategies to build regional competencies, harness/develop necessary technologies and promote entrepreneurship to address the future challenge markets.
          The ASEAN Open Innovation and Entrepreneurship Platform is conceptualized as a  stepping stone to build a critical mass of collective knowledge absorption and creation capabilities as well as to coordinate the diverse regional and international STI partnership to address ASEAN STI challenges.  In a broader context, the Platform could also serve as a mechanism to build an eventual robust ASEAN regional innovation ecosystem with the underlying principle supportive of the purpose number 13 of ASEAN stipulated in Article 1 of the ASEAN Charter, which is “to promote a people-oriented ASEAN in which all sectors of society are encouraged to participate in, and benefit from, the process of ASEAN integration and community building” as well as the United Nations 2030 Agenda for Sustainable Development.
          This forum serves to scope the initial development efforts of the ASEAN Open Innovation and Entrepreneurship Platform for practical, efficient and effective deployment of resources. As a series of activities of ASEAN STI Partnership Contribution from Thailand, it also aims to provide a platform for policy makers and STI practitioners from both public and private sectors in ASEAN and partner countries to exchange views on ASEAN innovation strategies and develop implementation mechanisms to promote talent mobility and entrepreneurship development as well as cooperation partnership to address ASEAN STI challenges.

11:00	Session 2: Demand Articulation and Potential Demonstration Projects Formulation This session serves to identify and prioritize potential demonstration projects to be implemented using the Platform, firstly as proof-of-concept of the Platform, and secondly to guide the development of the Platform. The session will start with the discussion on the developmental challenges faced by AMS, particularly issues related to food-water-energy security nexus and health as well as innovation and industrialization of local SMEs in the current ASEAN community building efforts. Potential demonstration projects addressing developmental challenges will be discussed on their likely partnership by multi-stakeholders, possibility for technological localization in under-addressed technology areas and development of affordable products and services for prioritization. 13:30	Session 3: ASEAN Open Innovation and Entrepreneurship Platform’s Components This session serves to discuss key components of the platform, from the services viewpoint (such as mobility service, technology foresight service, etc.) needed to build the knowledge absorption and creation capabilities of the region; and from the IT infrastructure viewpoint (for services such as matching) to be automated for efficiency and for leveraging on power of the Internet (such as for crowd sourcing of content and outreach to public as an integrated one-stop portal). Examples of STI cooperation programs of ASEAN member states will be presented and explored for potential ASEAN platform service partnership development. Interfacing strategies will be conceptualized. The integration to the online platform will also be discussed.
